Evaluation Manager

The Evaluation Manager, in collaboration with United Way staff and non-profit partners, is responsible for leading research and evaluation efforts related to the implementation of Charlotte-Mecklenburg's Strategy to End and Prevent Homelessness. An ideal candidate would be a highly organized data manager, experienced public speaker, problem solver, and strategic thinker who is passionate about preventing and ending homelessness.
Accountability and Responsibilities
- Lead research and evaluation efforts around the implementation of Charlotte-Mecklenburg's A Home for All: Strategy to End and Prevent Homelessness
- Support the maintenance of existing dashboards that include metrics and benchmarks to measure community progress, support continuous quality improvement, and ensure accountability related to A Home for All
- In partnership with Mecklenburg County Government, work to identify gaps in data sources needed to measure community progress related to A Home for All. Where necessary, support efforts to collect data across sectors to ensure holistic understanding of community progress related to A Home for All
- Effectively create presentations and briefings related to community progress on A Home for All, ensuring these products are accessible to all community stakeholders
- Proactively serve as "translator" among multiple stakeholder groups, bridging the gap between research and practice
- Collaborate with Mecklenburg County Government and Charlotte-Mecklenburg's Continuum of Care to design and implement evaluation tools (Key Performance Indicators or KPI) to support evaluation plans including both quantitative and qualitative methods as appropriate
- Center racial justice and equity in measurement and evaluation of progress in implementation of framework
- Work closely with representatives from nonprofit sector, local government, and private development to ensure that all voices and perspectives are incorporated into the execution of evaluation efforts related to the A Home for All strategic framework
- Collaborate with Director of Housing Solutions, Director of Research and Evaluation, Chief Impact Officer, Executive Leadership, Resource Development, and Marketing to effectively communicate results and enhance story-telling both internally and externally
- Represent and speak on behalf of UWCC at community events, symposiums, and other speaking events
- and grow professionally through various avenues, but not limited to: online courses, in-person classes, seminars, conferences, books, etc.
- Serve as a proactive and contributing member to the UWCC team, performing duties and providing support outside of the functions listed above

Education/Experience Requirements
- The COVID-19 vaccination is required as a condition of employment
- Knowledge of research on housing and homelessness and its associated factors is strongly desired
- Doctorate or Master's Degree in Social Science, Public Health, Psychology, Public Policy, Education, Social Work, or related field
- At least 4 years of successful experience with evaluation and data analysis, ideally in government, consultancy, and/or nonprofit setting
- Excellent analytical and critical reasoning skills, problem-solving ability, and comfort with ambiguity
- Strong project management skills, with demonstrated experience managing project(s) involving a variety of stakeholders
- Knowledge of data visualization (e.g., Tableau) and other analytic tools as needed
- Experience with managing and preparing administrative data for analysis
- Demonstrated experience working with large quantitative and qualitative datasets, and working knowledge of quantitative and qualitative analysis methods and software (i.e., SPSS, R, SAS, ArcGIS, etc.)
- Strongly proficient in Microsoft Excel
- Strong public presentation skills
