Work Schedule
Monday to Friday between 8:30AM and 5:30PM. There may be some flexibility with start and end times, but employee is required to work 8 hours per day, 40 hours per week. There may be occasional evening and or weekends to meet strick payroll processing deadlines.
General Description:
This position will be responsible for Payroll for multiple pay frequencies (bi-weekly, semi-monthly, modified semi-monthly) and accurately process high-volume payroll.
- Accurately process high-volume payroll with multiple pay frequencies using multiple human capital management (HCM) systems while meeting strict deadlines mandated by the VCCS.
- Work with Shared Services Center (SSC) payroll team for assigned pay frequencies.
- Follows standard payroll processes and guidelines and comply with various state laws and regulations.
- Collects, analyzes, updates and reconciles payroll and benefit data; reviews timesheet data processed through the HCM Interface for days/hours worked; calculates and records payroll adjustments as necessary.
- Uses a variety of software applications (HCM, Cardinal, SMARTER TRACK and others) to process the payroll and run the appropriate payroll reports.
- Provides requested data and work with State and Internal auditors, and local, state, or federal agencies as needed.
This is a mid-level to senior position.
Duties and Tasks:
- Accurately process high-volume payroll for approximately 3,000 employees using multiple payroll systems
- Review payroll data for accuracy before submitting ensuring all pay detail have successfully interfaced between payroll systems
- Coordinate and provide data related to the Federal and college work study programs
- Assist with reconciling payroll suspense account
- Follows standard payroll processes and guidelines; complies with various state laws and regulations
- Provides back-up for other Payroll Specialists as needed
- Performs a variety of complex accounting duties in the preparation, processing, and maintenance of payroll, salary, and benefit calculations while meeting strict deadlines mandated by the VCCS; collects, analyzes, updates and reconciles payroll and benefit data on a monthly basis;
- Reviews time sheet data processed through the HCM Interface for days/hours worked, and calculates and records salary adjustments as necessary
- Examines and verifies payroll, benefit, leave and position control data for accuracy, appropriateness and documentation; researches and analyzes discrepancies and processes appropriate corrections;
- Ensures the accuracy of payroll and benefit codes; researches and processes payroll and benefit adjustment entries; calculate and apply garnishment deduction orders; researches, calculates and prepares payments for various state/federal agencies; reviews, reconciles and balances payroll and benefit data for semi-monthly and bi-weekly payrolls
- Prepares supplemental payrolls as needed; calculates retroactive salary data as assigned; attends workshops and trainings as directed.
- Maintains accurate records and monitors position control, retirement, salary and benefit related data for employees; creates and maintains a database to organize, collect and retrieve data into required reporting formats; monitors record keeping procedures for accuracy;
- Reviews a variety of complex payroll related reports as mandated by the state, and federal regulations;
- Uses a variety of software applications (HCM, Cardinal, SMARTER TRACK and others) to process the payroll and run the appropriate payroll reports;
- Plans and monitors work production timelines to meet strict deadlines in reporting regulations; prepares department correspondence as needed.
- Assists Management in interpreting, and applying payroll and benefit laws, rules, regulations, policies and procedures; refers active and retired employees to other appropriate resources as necessary;
- Provides data for State and Internal auditors, and local, state, or federal agencies;
- Responds to salary verification requests;
- Researches payroll and benefit record keeping issues including sick leave, vacation balances, and performs appropriate action as needed; provides leave, benefit and retirement information.
Special Assignments
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications
- Understanding of general payroll practices and laws including benefits/deductions, garnishments, taxation, and reporting.
- Staying current with the latest Federal, State and Local tax regulation changes.
- High attention to detail; an aptitude for numerical calculations.
- Proven strong analytical and problem-solving skills.
- Must incorporate strong Time Management skills to meet Time Sensitive windows.
- Proficiency with Microsoft Excel and use of formulas.
- Strong verbal and written communication skills.
- Must possess a strong work ethic and be able to work with all different levels of employees and management and communicate to each using appropriate methods.
- Excellent customer services and interpersonal skills.
- Demonstrate understanding of internal controls within the department to remain Compliant with Government regulations.
- Follow applicable laws, codes, regulations, standards, methods and practices related to VCCS payroll systems, retirement systems, and employee benefits; basic accounting principles as related to payroll processing; customer service skills, standard office practices and procedures.
- Must be a team player and work well in a team environment.
- Strong keyboard/typing skills.
- Advanced skills in software applications related to payroll/accounting systems; principles and techniques of technical record keeping.
Minimum Qualifications
- Associate degree or higher in accounting or a combination of education, training, and experience
- Some occupational experience as Payroll Specialist.
- Some experience with a large, high-volume company, with multi-state payrolls and the Federal, State and Local taxes that govern them.
Preferred Qualifications:
- PeopleSoft/Oracle payroll system experience.
- Previous experience working in higher education.
- Certifications in payroll and or human resource.
- Some experience creating reports/queries out of a high-volume payroll system.
- American Payroll Association (APA) certification is a plus (but not required).
